The birth of Act No. 14 of 2005 on Teachers and Lecturers, can be categorized as a reform in education. In accordance with the Law on National Education System, that education requires the active role of all elements of society, in it certainly including the role of young people (Article 6 paragraph (2) and Article 9).
October 28th was a historic day to remind all the nations of the importance of the role of youth. Initially in 1928, the rise of youth, inspired by the spirit of national consciousness movement that gave birth to various political and religious organsisi, the point is to raise the spirit of collectivity struggle for independence.
In reality, not be separated from the role of youth, so came the figure of Muhammad Yamin collect educated youth community at the time, in order to establish idealism of the leaders of national movement towards independence. So the contrast in the context of the struggle of that time involving the youth is oriented to fight for independence.
At present, the role of youth increasingly necessary in accordance with the existing social context. In the era of reform, including on education reform will not be separated from the role and responsibilities of youth. Besides the role of teachers, youth contribution required in changing the education system which is currently considered to be weak. The young men, side by side with teachers who are formally assigned, and youth can take part in non-formal education sector to counteract the environmental impact during this hampers the achievement of the competence of learners. Environment is considered the most influence on the education process is the TV we are laden media pornography, luxury (materialism), disputes within the family, individualism, sadism / violence, mysticism, and various social irregularities that became the daily menu, consumed by the whole society without except for minors.
The phenomenon above is an educational challenge which they appear along with the social phenomena that occur in society. Characteristics are as follows: (i) changes in economic structure from traditional agriculture to industry and services, (ii) low educational relevance, (iii) has not been uneven educational opportunities, (iv) the high school dropout and repetition, (v ) is still a lot of age group 10 years, yet fluent reading, (vi) is still the lack of participation and the carrying capacity of the business, and (vii) graduates ( outputs ) that are not ready to enter the world of work (creating or entering a field of work). The obstacles that hinder the education process, are: (i) poverty and underdevelopment are related to the low appreciation of education in some communities, (ii) the limited number of qualified teachers, in addition to the unequal distribution, (iii) inadequate facilities and education infrastructure, and (iv) management education that has not efective towards improving the quality, relevance, and efficiency of education. However, in addition to the challenges and obstacles, there are opportunities that can support the achievement of improving the quality of education, namely: (i) the success of 6-year compulsory education that supports the 9-year Compulsory Basic Education, (ii) the increasing awareness of the importance of education, (iii) increasing extent of the means of communication, information, and carrying capacity of the technology, (iv) increasingly socialization public and private educational institutions ranging from early childhood education, elementary education, secondary education, higher education, and non-formal educational institutions, and (v ) birth of the legal umbrella in the form of the Law on National Education System and the Law on Teachers and Lecturers equipped device regulations under it in the form of Government Regulation (PP), Regulation of the Minister (Peraturan Menteri), and Regional Regulation (Perda).
Above, is the social context that may surround the youth. They are called to be able to change our educational backwardness. Raise it on ratting better, according to current needs in the midst of rapid flow of information. Given whatever the reason, we do not want to be kept on rank 157 of 160 countries, in terms of education. Because this sequence is not relevant for our people who always fight for the quality of human resources in order to improve the ability of the nation's competitiveness amid the global arena which were increasingly intense .***
